ANSWER
The correct answer is (C) Tunneling.

Zener diodes are fabricated with heavily doped and regions ( and both large). The depletion width scales as (dominated by the more lightly doped side), so with both sides heavily doped, is extremely small.
Under reverse bias , this very thin depletion width produces an extremely high electric field, , across the junction even for a modest reverse voltage.
This strong field tilts the energy bands so steeply that the valence band edge on the -side comes into energetic alignment with the conduction band edge on the -side, separated only by a very thin barrier.
Electrons filling the valence band on the -side can then pass directly, without gaining kinetic energy, into empty conduction-band states on the -side through this thin barrier. This direct quantum-mechanical tunneling through the barrier is the Zener effect, distinct from carrier acceleration followed by impact ionization (avalanche breakdown).
Hence the dominant carrier transport mechanism in the breakdown region of a (heavily doped) Zener diode is tunneling: option (C).
KEY IDEA
A Zener diode is deliberately made with heavily doped and regions, so its depletion width is extremely thin; under reverse bias this thin barrier develops a very high electric field, which allows electrons to tunnel directly from the valence band on the -side to the conduction band on the -side — this is the Zener (tunneling) breakdown mechanism, distinct from avalanche breakdown (drift + impact ionization) that dominates in lightly doped, lightly biased junctions.
WATCH OUT FOR
Confusing the Zener (tunneling) breakdown mechanism with avalanche breakdown (impact ionization due to carrier drift), or assuming all diode breakdown is "avalanche" regardless of doping level.
