ANSWER
(A) Judiciary. Courts : Judiciary : : Parliament : Legislature. Each pair is an institution followed by the organ of government it makes up.
Official answer: ASource: Official answer key, GATE 2023 EC (IIT Kanpur)
Start with the right-hand pair, because it is complete. Parliament is the institution that makes up the Legislature, the organ of government that makes laws. So the relation is: institution : the organ of government it forms.
In an analogy the left-hand pair must stand in the same relation. So the blank must name the organ of government that the courts make up.
Government has three organs. The Legislature makes laws, through Parliament. The Executive carries out laws, through the ministers and the administration. The Judiciary interprets laws and decides disputes, through the courts.
The courts make up the Judiciary, so (A) fits: Courts : Judiciary : : Parliament : Legislature.
Why the others fail. (B) Executive is an organ of government, but it is the one that runs the administration, not the one the courts form. (C) Governmental and (D) Legal are adjectives, not names of organs of government, so they cannot stand in the place that the noun Legislature holds in the other pair.
KEY IDEA
Name the relation in the complete pair first. Parliament is the institution that forms the Legislature, so the blank must be the organ of government that the courts form, and that is the Judiciary. Of the three organs of government (Legislature, Executive, Judiciary), only the Judiciary works through the courts.
WATCH OUT FOR
Picking (D) Legal because courts deal with law. The link then goes from an institution to its subject matter, which is not the institution-to-organ link that Parliament : Legislature sets up, and 'Legal' is an adjective while 'Legislature' is a noun. Some candidates pick (B) Executive only because it is the other organ of government they remember. But the Executive carries out laws. It does not decide cases.
