The city of Atlantis was crafted by the God of the seas, Poseidon. It was made of alternating concentric circular rings of land (shaded) and water (not shaded) as represented in the figure (not to scale). The radius of Inner Island was 2.5 stades (a unit of length used in ancient Greece). The water surrounding Inner Island was one stade wide (length AB). This was surrounded by two pairs of alternating rings of land and water. The first pair of land and water was two stades wide each (lengths BC and CD), and the outer pair is three stades wide each (lengths DE and EF).
The ratio of the surface area of the land to that of the water in the city of Atlantis is ______ (round off to two decimal places).

Six concentric circles around a common centre, marked with a dot labelled "Center". From the centre outward: (1) a shaded (grey) disc labelled "Inner Island", the land; (2) an unshaded (white) ring, the water; (3) a shaded ring; (4) an unshaded ring; (5) a wider shaded ring; (6) the widest unshaded ring on the outside. A vertical line runs straight up from the centre to the outermost circle. Six dots on it mark where it crosses each circle's edge, labelled from inside to outside: A (edge of Inner Island), B (outer edge of the first water ring), C (outer edge of the first land ring), D (outer edge of the second water ring), E (outer edge of the outer land ring) and F (outer edge of the outer water ring, the boundary of the city). So AB = first water ring, BC = first land ring, CD = second water ring, DE = outer land ring, EF = outer water ring. The figure is marked as not to scale.
