ANSWER
The minimum number of state variables is 3.

A minimal state-space realization has as many states as the order of the transfer function once it is fully reduced. That order is the degree of the denominator after every common pole-zero factor has been cancelled.
Check for cancellation. The zeros are at and the poles are at . No zero coincides with a pole, so no factor cancels and is already irreducible.
Expand the denominator: , and . Its degree is .
Build one realization to confirm. The numerator is , so and the controllable canonical form is
This realization is controllable by construction. For a single-input single-output system, the controllable canonical form is also observable exactly when the numerator and denominator share no common factor. That holds here, so the realization is minimal. No realization can use fewer states, and any realization with more states would have a mode that is uncontrollable or unobservable.
Minimum number of state variables .
KEY IDEA
The minimum number of state variables is the order of the transfer function after all common pole-zero factors are cancelled. Here the zeros () and the poles () share no factor, so the minimal order is the denominator degree, .
WATCH OUT FOR
Answering 2 by counting zeros or taking the numerator degree, or answering 5 by adding the poles and the zeros. Another mistake is to cancel factors without checking that a zero and a pole actually coincide. Only an exact pole-zero cancellation lowers the minimal order.
